The ECLER team is a mix of permanent experts, partners, independent experts and volunteers.
Dr. Silvia-Maria Tăbușcă is a Law Professor at the Romanian-American University, School of Law, Director of the Center for Human Rights and Migration, and the Coordinator of the Human Security Program at the European Center for Legal Education and Research. She has been working in the field of international human rights protection for over ten years, with a specific focus on non-discrimination (disability, women, religion, Roma, LGBT) and, more recently, on human security (R2P, SDGs & the rights of future generations, refugees, migration and smuggling, and human trafficking). Silvia is recognized as a leading consultant & trainer, working with UNHCHR, UNHCR, UNDP, UE institutions/MS embassies in Romania, Latta & Co, Milieu Ltd., Ramboll Management Consulting, and as an independent expert, being involved in many national and international projects.
Mrs. Tăbușcă holds a Post-Doctorate from the Romanian Academy (of Sciences), a Doctorate in Law and a LL.M in Public International Law from the University of Bucharest, Romania, as well as a LL.M.. in Intercultural Human Rights from St. Thomas University, Miami, Florida. Author of numerous academic papers, she is also a member of well-established professional networks: Global Initiative against Transnational Organized Crime, International Refugee Rights Initiative’s Rights in Exile Programme, Council for European Studies – Immigration Research Network, Global Alliance for Justice Education, Professionals in Humanitarian Assistance and Protection, Academic Council of the Unite Nations System, International Justice Mission.
Dr. Tăbușcă has been nominated by the US Embassy in Romania for the international award – 2015 “Hero Acting to End Modern Slavery”. She is the initiator, heart and vital energy of ECLER.
Alice Martiș is a recognized professional in the fields of Career Development, Start-up Businesses and Small Business Coaching. With over 25 years of experience in management, branding, and marketing in top private companies such as Diverta or Perfect Tour. She graduated the MBA Ottawa Canada Program, Tony Robbins Master University, Tony Robbins Business University, ICF accredited coaching school, plus different specialized courses such as: NLP, Rapid Coaching Results Christian Mickelsen, Millionaire Mind T H Ecker, s.o. She is part of the ECLER team since its start.
Alexandru Tăbușcă, PhD, is an Associate Professor and Dean of the School of Computer Science for Business Management of the Romanian-American University, and Editor-in-Chief of the “Journal of Information Systems & Operations Management“ (JISOM) and member of the Editorial Board of the journal “Revista de Informatică Aplicată în Management” (RIAM).
He led the IT&C Department of the Romanian-American University for 20 years, implemented as a project manager or team member over 25 projects – both nationally and internationally, wrote over 50 scientific articles in the IT field. He is decorated with the “Merit for Education” Medal – Class III, awarded by the state through Decree 1097 of 10-XII-2004.

He is one of the founders of ECLER, as Secretary General, bringing technical and technological IT expertise to ECLER’s activities.
Katalin-Barbara Kibédi is a mediator authorized in 2009, when she’s also elected as member of Mediation Council, the national authority in the field, and in 2010-2011 she was the vice-president of Mediation Council. Before that, she was attorney (public prosecutor) for 26 years, but now she’s retired. In January 2005 she was temporarily transferred (four years), being State Secretary in Ministry of Justice.
For her activity as prosecutor, the President of Romania conferred to her a praiseworthy diploma in 2002 (Meritul Judiciar, clasa a 2-a). In 2006, as State Secretary she succeed in to convince the Parliament of Romania to adopt the law on mediation and the organization of the mediation profession. After that, she worked for promoting mediation and the profession in Romania, so she participated in more projects, such as „Enhancing the judicial cooperation in the field of parental responsibility” under the Civil Justice Programme, project financed by European Union, Ministry of Justice of Romania and Hungary, in November 2010, Bucharest, also „Modern trends in juvenile delinquency – Resilience of the delinquent child” organized by the Department of social work and the Center of Research Based on Parent-Child Interaction, Faculty of Sociology and Psychology, West University of Timișoara, in may 2011.
Ramona Omet is a graduate of the School of Law, School of Orthodox Theology (Social Assistance major) and the School of Management-Marketing, being also valedictorian of the ”Business Law” master program of the Romanian-American University.
For over 10 years, Ramona was involved in many activities promoting human rights and democratic values, implementing different projects in these fields. She has shown a keen interest in the field of eradication of organized crime, promoting the refugees and migrants rights, as well as public youth policies. Through her work, she contributed to the development of the Center for Human Rights and Migration, to the launching of the National Moot Court Competition on Human Rights, and at the establishing – in partnership with UNHCR – of the ”Refugees and Migrants Rights” clinic in the Romanian-American University. Within the Romania Youth Forum, Ramona held the position of Structured Dialogue with the Youth Ambassador, organizing and taking part in debates in the rural areas, promoting the EU democratic values in order to open the dialogue between the public authorities and the youth.
She left our active team in December 2023, focusing on a different career path. We are thankful for her support and wish her the best of luck.
