The ProUCare-3 project is implemented by ECLER, with the support of the members RoTIP (Romanian Network of NGOs against Human Trafficking).
The project is financed by CARE – a global confederation that has been fighting poverty and social injustice for over 75 years, and coordinated at national level by the SERA Romania Foundation and with the support of Care France and FONPC.
The ProUCare-3 project aims to continue strengthening the ability of front-line actors and Ukrainian communities to actively engage in prevention of GBV and THB. This general objective helps to an increased ability of refugees and host community members to meet their basic needs and to ensure a safe and dignified arrival, transit and/ or stay in Romania.
The ProUCare-3 project continues the activities implemented within the ProUCare & ProUCare-2 projects, based on the needs identified within these previous projects. The current project has as main goals:
– reduce the number of potential sexual based violence and human trafficking cases among Ukrainians and Romanians through awareness activities. In this regard 8 info-sessions with Romanian children and professors and 2 info-sessions with Ukrainian refugees will be organized.
– increase the capacity building of the front-line actors on prevention and early identification of potential sexual based violence and human trafficking cases through specialized training programs.
– direct assistance for Ukrainian refugees in form of winter packages (food, cloth, shoes, other goods, etc.).
The project targets an immediate impact on GBV/THB risks awareness, a medium impact to reduce the number of crimes and a long-term impact on safety of vulnerable people, mainly Ukrainians that will be in a risk of THB during the post-conflict country reconstruction.
In order to achieve these objectives, the projects implements 3 main activities:
A1. Training – Capacity Building for Frontline Actors

The Training Program is focused on detection and reporting of potential cases of gender based violence and human trafficking among Ukrainian refugees, with representatives of civil society, independent professionals, and state authorities. The training presents specific potential cases of human trafficking identified among Ukrainian refugees, focusing on the OSCE and GRETA (Council of Europe) recommendations on prevention of human trafficking, as well as the EU guideline on temporary protection with its specific references to THB.
The training will be delivered in Romanian and, if organized in Bucharest, is hosted by the Romanian-American University’s Center for Human Rights and Migration (1B Expozitiei Blvd., Bucharest). Participants from outside Bucharest are to be accommodated by ECLER at a hotel next to the training venue (e.g. Pullman Hotel or similar, double-room place, breakfast included).

A3. Direct Support for Ukrainian refugees
Ukrainian refugees in Romania will receive direct support through the provision of winter packages (clothes, food, shoes, etc.) and holiday packages.
- Expert Trainer: experience in the field of human trafficking/GBV, case monitoring, 8 information sessions (online/physical), activities in Romanian.

- Lecturer-1 UA: experience in the field of human trafficking/GBV, supporting information sessions with UA participants, 2 information sessions (physical), activities in the Ukrainian language.
